According to the new 2021 census, Croatia has 3,871,833 inhabitants, which is a significantly smaller figure than in 1999, when today’s constituencies, which are used as part of parliamentary elections, were created. Some constituencies have lost a significant number of inhabitants, so now they need fewer votes to win a mandate in the elections. Thus, there was a need to change constituencies in order to make parliamentary elections as fair as possible and within the law. The very concept of determining electoral units is linked to gerrymandering, that is, the deliberate political determination of electoral units in favor of a certain political option. Thus, this lecture aims to explain the problem of gerrymandering in more detail using examples from around the world, with a special emphasis on Croatia. The lecture is designed to be very interactive where the participants themselves will be able to propose the potential boundaries of new electoral units and actively participate in the discussion.
